The following resources support the Diagnostic Classification of Mental Health and Developmental Disorders of Infancy and Early Childhood (DC: 0-5™) training initiative. They are meant to help all professionals working with very young children learn more about these efforts and how to access additional IECMH resources to support their work.

DC: 0-5 Billing Guidance

The Washington State Health Care Authority offers many resources to support providers in adopting the DC: 0-5™, including billing guidance related to mental health assessments for young children (MHAYC) and an interim Apple Health DC: 0-5™ Crosswalk for use by Apple Health mental health professionals diagnosing children from birth through age five.

Policy Information

Learn more about efforts to integrate DC:0-5 into state policy and systems

in Washington and beyond.

Washington State Health Care Authority

Apple Health mental health policies have been updated to align with best practices for mental health assessments for children from birth through age five.

The policies allow reimbursement for:

  • Up to five sessions for mental health assessment.

  • Provider travel to home or community settings for the purposes of assessment.

 

They also:

  • Require Apple Health mental health providers to use the Diagnostic Classification of Mental Health and Developmental Disorders of Infancy and Early Childhood (DC:0-5™).

Advocacy Opportunities

Children and Youth Behavioral Health Workgroup (CYBHWG)

The Children and Youth Behavioral Health Work Group (CYBHWG) provides recommendations to the Legislature to improve behavioral health services and strategies for children, youth, young adults, and their families. The group includes representatives from the Legislature, state agencies, health care providers, tribal governments, community health services, and other organizations, as well as parents of children and youth who have received services.

CYBHWG Advisory Groups include:

  • Prenatal to age five relational health

  • Workforce and rates

  • Student behavioral health and suicide prevention

  • Youth and young adult continuum of care

  • Behavioral health integration

Legislation related to policy changes in Mental Health Assessment for Young Children, including training in DC: 0-5, came from recommendations developed by the Prenatal to Five Relational Health Subgroup (P5RHS) and put forward by CYBHWG.

In order to support the professional development of infant and early childhood mental health (IECMH) professionals, the IECMH Workforce Collaborative (IECMH-WC)  invites Apple Health mental health providers to express their interest in becoming a DC: 0-5™ Certified Trainer.

 

Certified trainers will be provided with free training and support.
